added fix for autoscaling

Reason: Runners got evicted when the Cluster was downscaling automatically, this lead to sudden exit of jobs with the message "System_failure"

This fix is a workaround for an open issue with gitlab which may be fixed in the future https://gitlab.com/gitlab-org/gitlab-foss/issues/62584
